Firstly, i would like to thank HeHeHunter very much for the guide. For over a month, my connection max speed is just around 800kbps something.
Then, i emailed them. 3 days after submitting email, i got a call from them asking how is my internet. then, i realize my port speed has been upgraded from 1024 to 1536. From my experience, it really works!!! hint: make sure to post speedtest screenshot with bad results. 800kbps something is enough to pay their attention (if ur on 1mbps package of coz).

Dear Streamyx Customer Service,
I am a personal applicant for the ‘STREAMYX 1Mbps’. I wish to highlight to you regarding dissatisfication with the speed of internet connection.
Regarding my internet, the speed is not within best-effort speed which is as I understood, the latest standard is at least 90% from offered speed. This had been happening for a long time already. With this letter, I attached some screenshot from a few different speedtest websites for your reference.
2. I feel that as a broadband company, assuring a proper internet connection is a must to every subscriber as stated in
http://skmm.gov.my where it states that service providers should ensure consumers to enjoy choice and satisfactory level of services at affordable price, benefit through provisioning of necessary services. However, if the best speed effort matter cannot be resolved, I believe that the service provider TM is not ensuring the customers to have proper internet connection.
3. On the other hand, I need to have a proper internet connection. As you can see, my job as an IT Administrator need to have blazing fast internet connection so that I can remotely work from my home without hassle to maintain and troubleshoot my company Server and Workstations. Other than that, I might even get frustrated whenever I want to download files from sites that cannot support resume, and the speed is not fast enough, this will lead to timeout issue.
(Replace it with your own logical reasons. Don't copy mine if inappropriate!!)4. Therefore, I hope that TM will rectify the problem as soon as possible to avoid any further bad comments about the company.
