Double signal light usage, Only for stalled/stationery/stop car?

I always thought that road user are ignorant and stupid for using double signal light and driving their car during rain. As radio have said that many time it was only for stop vechicle etc. But last weekend, i kena a case. It's like this. My car having some problem and i thought it was engine problem as it have loud weird noise. I am so afraid to drive but still need to drive to the nearest workshop. So i drive real slooooowwww and car started to honk me while at traffic light etc. So my question is, can i put double signal light and move my car slowy to indicate my car having problem and i need to move very slow? Is this ok?  If without puting double signal light, i really duno what to do to liau. Please advise.

Hmm, icic, in this case i will note it. Btw, even how heavy rain it is, i dun think it's appropiate to use double signal light. Many time have the radio said that do not turn on your hazard light when ur vechicle is moving.
