If you are moving very - very slow, and consider yourself to be a hazard for the rest us, you are welcome to use it.
I only use it like in your case, stopping beside the road to make a call, or stopping abruptly cause the car infront also emergency brake.
But I've seen some ppl using it as a thank you sign also...like after cutting in to a corner or lane.
I've used hazards as thank-yous before haha. Turn the hazards on for two blinks after cutting in, Japanese-style. They're so polite there even the taxi drivers do it. I don't think it's very understood here, though.I only use it like in your case, stopping beside the road to make a call, or stopping abruptly cause the car infront also emergency brake.

Also, I use the hazards occasionally in one particular place: Lebuhraya Mahameru from Parliament to PWTC, just before it passes over Jalan Kuching. There's a easy left bend to the road, and with high central divider hedge, you can't really see the car in front of you if there's too big a gap. People tend to come in too fast, and suddenly there's the infamous jam, and they have to slow down very very sharply, especially because the bend is blind and you don't really see the jam sometimes until it's nearly too late. So I double-blink the hazards as a warning to the cars behind that there's a very abrupt stop coming up.
