If you want to buy like example Hakim.com then you will need to have few thousands I would say

The cheapest so far I found at NetKL.com - RM29.95/year & Mercumaya.NET RM30/year.

After buying, go to the domain control panel & set your name server to point to your your blogspot. Before that, you must read here so that you will understand how exactly to set your domain to point to your blogspot

You can get a domain along with free webhosting if you can't afford the payment, but nowadays webhosting are dirt cheap.

Domain + hosting won't cost you more than RM 50 per year.
