There's no activate/unlock selection in Quickpwn 2.1(Windows) for 3G iPhones according to iClarified tutorials. The option is only available for 2G iPhones.
If you're on Mac, activate/unlock option is available in Pwnagetool for both 2G and 3G iPhones. Again using this option is not proven to work on a 3G iPhone. So use it at your own risk. Btw, never ever reset your phone if you're not sure of what you're doing. Hopefully those who are using US 3G iPhones with TurboSim etc can help you out.
