I am a local uni student and had the opportunity to study with harvard, stanford students under lecturers from harvard and other great universities. To me, there are indeed differences in both way of learning.

eventually, i think what is most important is to choose the way that makes you feel comfortable the most. You financial status, your academic result. If you used to have nasi kandar for supper, stay and study locally. but if you wish to survive in an environment for few years and you feel happy, excited with that, go oversea.

One fact, most people don't regret studying oversea doesn't mean that most people regret study locally. I, myself do not have less exposure compare to those oversea grad. It is a matter of your attitude.
