This isn't the ideal HDR subject.
Find a more contrasty scene.
This scene has little to offer in terms of shadow and highlight details.
You can easily produce the same shot by simply using a longer shutter speed.

You dont need a lens hood. The reason why you see such bright spots is because your exposure is off. Using a smaller aperture and a lower ISO value should solve the problem.
And yeah, this really isnt the best subject for HDR.

even if u use a 1 meter long lens hood will do you no good.. you're shooting AT the light source.. light is bouncing off the lens elements/filter/sensors.
