VPN is not a service but rather a protocol. It is free (as in running your own server). It acts a middleman , your PC connects to this VPN Server and connections are made from the VPN server , which then would bypass completely your ISP's restriction. Its commonly used by business folks who would like to securely access their Intranet over the internet !
If you wish to use it to say bypass things , you would have to find a VPN Provider , alternatively you can set up your own VPN Server if you have a dedicated server with a dedicated connection !
