Well you know what ... In china server the refine rate is decreased significantly for some specific patch .. I couldn't remember but I know first one is the Turtle patch.

Yes it does but it works this way ... If your chance to + to +1 from +9 is 50% and you use Lucky Amulet .. the chance will be 50 x 1.15 = 57.5 ... Not directly adding 15% on the rate.

Most people are leveling with that cash item(legal bot) as it takes forever for you to level up if you play manually that's where you spend your money.
