No it won't lol. The architecture is different and DX9.0 won't be able to support the MAJORITY of the new features that was introduced in DX10. Yea.. buy Vista, it came with DirectX 10.
Anyways, latest version can be downloaded from Microsoft's website. Altho if you update your windows Vista to SP1, you will automatically get the DX10.1 update (only works with DX10.1 compliant ATi cards)
