Absolutely not true. Even my backside farted in disagreement. LOL.

High quality backlinks. Lots of them. Article posting in PR0 sites are always gonna offer little help in your SERP.
Just follow the footstep of this Angela Edwards woman in building quality backlinks. She has some proven technique that works.

If they manage to get link back from high PR sites, then yes. If Mozilla put your site infront of their website, you will get high PR also
