Just came back from Bandung yesterday. I stayed in Mutiara Hotel for two nights. It is quite an old hotel according to the owner of the chinese restaurant situated opposite the hotel.

Overall I would say it is below average. However, there is a train station within walking distance and is quite near to the airport as well, about 10 - 15 minutes only if you were to travel by car.

Not sure how much is the actual rate for the hotel alone as I bought ground arrangement package which was about RM400 per person.
