The free ones are not tied to your account because, they are freely distributed. you can freely download them, although the popup will mention about purchase, but your credit is not deducted. If you want your apps to travel with you, carry the iTunes folder with you. I carry mine in a separate portable hard drive synced/mirrored item-by-item using ChronoSync, and use it with my MBA. Just log into your account, and make sure your other Mac/PC's iTunes are pointing towards the iTunes library on your portable hard drive.
