Yup, shouldn't be a problem. as exactly in my siggy rig. I've ran 4.6Ghz with 212 EVO P/P Artic F12. Max temp 88c.
For 4.5Ghz should be around 70c++
Actually depends on your Vcore. If u can do below 1.3V should be fine.

My chip is bad thou, even some ppl from OCN can do their 3770k at 5ghz with only 1.3v
Somehow golden chip perhaps
