Cooler Master TX3 should be enough like my E7500. Its 90mm fan not too loud compare stock fan while full speed.

Asus Silent Knight II - not good buy as can't support next gen socket if you intend to upgrade.
Deepcool Ice Edge Mini FS - it use non-PWM fan so it'll run 100% speed all the time. And it's hard to find aftermarket PWM 80mm fan...

What I dislike bout 300R is front fan located in-front of the casing panel (not behind it), so the airflow kind of restricted.

Open your side panel & try feel the airflow behind that fan....is it strong? If not you have to find stronger static pressure than your existing fan...or mod the panel so no restriction at all to the fan's airflow.
Advisable to use after-market cooler after improvement of your casing airflow is not working to CPU & GPU temperature. For your CPU, CM TX3 or Hyper 212 Evo is enough from my opinion.

Heatsink clogged with dust? Clean it...
Maybe the fan bearing or lubricant is out....change it to new one...
