Question about Digi postpaid DG20, Commitment or Monthly fees?

tis plan is actually nothing special...
my dad current is using tis plan. RM20 is the basic fee, need to pay every month even u never make a single call. he seldom makes calls so d total fee every month is less RM30. seems like not worth and i think prepaid with 365 days activated more suits my dad.
and i dunno why my dad cant send sms with tis plan...
