to dust off, i always use a dry used toothbrush. to clean off thermal compound, i either use methylated spirit/rubbing alcohol (always use the one without fragrance) from the pharmacy. can get from hardware also bottle of 'spirit' aka 'denatured alcohol'. alcohol will not cause rust the metal heatsink nor harm sensitive electronics, and with proper ventilation will dry by itself.
