For me M or A/S is depending on what you want. I use A for events; S to freeze; M to control both, but not M all the time

for me service is until you have unbearable dust spots on the sensor and you can't clean it yourself

flash first then lens. even kit lens can do wonders if you mate it with flash

some of the earlier tammy 17-50 have this front-focusing issue. the latter ones with built-in motor does not have this issue

generally I would agree to flashgun first, but since you want to take baby pic at low-light, i think better get 35mm afs first. don't disturb the baby with fashes until he/she's ready
