Well put it this way. MPS (Majlis Perbandaran Selayang) wrote me a fine for not purchasing a parking ticket about 6 years ago. I thought nothing about it until I received a letter urging me to settle my RM 50 fine or they will issue a letter from court, and eventually a warrant 'tangkap'. I've since changed cars twice. So many people commit offences, they can't go after everyone. They probably toss all the summons in a top hat and pick out the unlucky offenders like me.
