why would it be unsafe? You mean the block of wood will be sitting on the suspended ceiling and the ceiling fan installed onto that block of wood?
Advice to do ceiling fan installation in the proper way, as in having the fan secured to the concrete slab or the roof trusses. Get an extended ceiling fan hook.

Sorry, i was not aware of and have no knowledge about the ball-joint type.
But the basic is to have the fan supported from the slab or roof truss, unless your plaster ceiling is designed to withstand the fan's operating & idealing weight.

most of ceiling fan wobble are cause by wrong installation method. If care is not taken while installating the blade and it bent the blade even a little, the fan will woble.
