Japanese Black Pine is one of most difficult species to start with in our hot region.
I would say start off with some tropical species like boxwood, Wrighthia (i.e shui mei ) Fukien Tea or Buddha pine which is easy  to manage.
However it doesn't mean that you cannot start with JBP. You can buy JBP seed online but it's very sure that the seeds won't germinate in our hot weather.
Perhaps you can first buy JBP or  Chinese Black Pine ('cos they are from China) from plant and bonsai nurseries and try to keep it alive in your environment before moving to the next step.
