I think there are 3 categories of dining place.

Place with Halal certification, which serves halal food and no alcholic drinks.

Then we have place like TGI, Chilis which we know serves halal food (i.e. slaughered animals (Islamic) & no pork) This place has no halal logo since they have alcohol, but muslim still go there for the food.

Lastly we have places that have NON-HALAL pasted at the entrance. These place sell pork and non slaughtered animals (Islamic).

Actually todays topic is food since its puasa month starting next week.

What to do?

Its halal if they use meat from animals that are slaugtered the Islamic way. Its halal if they do not add alcohol or wine into their steak.

However, they will never get a halal certificate for their restaurant because evnthough they serve halal food and also pork free, they also serve alcoholic beverages.

However common sense dictates that for ppl like me we can still go there and enjoy the food and just dont order the alcoholic drinks.
