The highest capacity for a DS cart, 1 GB. Evidence, Archaic Sealed Heat.
With 1 GB in a cart, I think it is possible for a liberty city in 3D, but not too expanded than the console iterations.
Notable examples are like Transformers (Great amount of voice acting, 3D robots) and the FF 3 and 4 examples.
Though, I don't think I wud mine playing GTA, on a level to level basis though.
That is a tad misleading. Archaic Sealed Heat is on 2Gb, now pay attention to the small letter "b". 1Gb equals to 128MB, 2Gb = 256MB, and that is the biggest capacity of an NDS cartridge currently. With 1 GB in a cart, I think it is possible for a liberty city in 3D, but not too expanded than the console iterations.

A GTA on NDS doesn't really surprise me, seeing how the GBA had its own GTA, those screenshots are funny though.
