Confirmed, region free for DVD.
My opinion on DVD upscale quality at 720P/1080i .... Its BAD. I read eviews that the BD60 DVD upscale is 'Amazing' , 'Excellent', and so on, but what I found was the Opposite.
My 3 year old Sony DVD 720P upscaler is so much sharper and cleaner and also with better colour production than the BD60.
Can't comment on 1080P upscale Quality though because I don't have a 1080P TV.
As for Blu-ray quality it's as expected of a Blu-ray player.
One last thing, don't play those movies on 25GB Blu-ray (BD-R) which are on sale now. Out of curiousity I tried 4 of them and 2 couldn't play on this player. The PS3 Display set at one shop I tried (don't know how many months they have used it already) could play all 4

Sorry, Back to blu-ray player..
I thought by default, BD60 upscales to 1080p. I wasn't aware it can upscale to 'only' 720p/1080i. Like I said before, I'm surprised that it can play R1 DVD. So my guess is that local BD60s are region free. Unfortunately I don't have any R2 DVD to test.
Now the PQ depends on the source itself.
From my own experience, few titles can net good result like R1 Star Wars II, R1 LOTR trilogy extd version, R1 Private ryan, R3 Band of Brothers, R1 Magnolia & R3 Monster Inc. But others like R1 Aliens, R3 The Matrix, R1 Braveheart and R1 Last of the Mohicans didn't quite cut it. The last of the Mohicans is the worst. Those two black bars on the right & left are just dem annoying.
