Hi, my desktop 2.1 altec Lansing speaker no power and and can't turn on. Please advise the possible reasons and how much to fix it..

Also my amp having cracking sound when on..there is high pitch sound and unable to hear any playback sound clearly... Please advise the price for fixing both of this...
