Must apply for a working pass lor. For you, I think you must apply for an S pass. Don't worry, just go for interviews 1st. Ask for what type of pass they will be giving you.

There is 3 type of pass:-
1. Work Permit (Minimum SPM)
2. S Pass (Minimum Diploma, Salary S$1800)
3. E Pass (Minimum Diploma/Degree, Salary S$2500)

After you got the job, you need to apply for a pass 1st. Once approve, you need to go for medical checkup, and go and do some registration with the Ministry of ManPower (MOM)

Not necessary. I do have diploma cert only and did not have degree yet, just finish the course. I explain to my employer and they understand.
Yes, most of them need PR. Because they don't want to go through all the hassle for employ a foreigner, which is not easy and troublesome. Unless the company have too much quota of local worker and want to cut cost, so they can hired foreign worker.
