It's done so that when you paint the kit, there won't be those little dust particle sticking under your paint. It's also use to clean resin kits before assembly, just to clean the part properly off the residue from the factory mold.
Not an absolute process for model kits. But if you paint ur kits, best if you make sure the parts are really clean.

I just put them in the ultrasonic cleaner, few drops of dishwasher liquid in the water and few minutes later all nicely clean.
Its good for cleaning watches, jeweleries, specs and just about anything else that fits into it.
