Renovations 3-phase wiring

My house has got 1x2.5, 1x2.0, 1x1.5, 5x1HP (Total 8), 5 water heater, fridge, hood and oven and all the downlights and light boxes. My electrian has laid lay all the new wiring and install a 54 ways EPS Metal Switch board with all the necessary MCB and 3 Phase 63A 100Ma ELCB. Total cost RM1800 (Include supply and install this 54 ways EPS Metal Switch board). All the load balancing has been done. And my meter is located outside and ready with 3 phase wiring from developer since it is new house and no any new cables is required. What i need to do now is to apply TNB to change the 3 phase meter only. My electrician quote me additional cost as below:-

1) To apply 3 phase meter runner fees-RM 1600
2) Another 2 payment to TNB RM1700 and RM 2000
Total RM 5300

My question is it overprice since only need to apply meter ? Or is it i am still ok if stay with current setup 1 phase without upgrading to 3 phase meter.
Pls kindly advise.
