Facing same problem with my sister's Dell Vostro 1400. CPU Usage sky rockets when I play dota.
Try to find the software RegCure. Must buy one, but I think you can get serial by other methods, if you know what I mean.
I just installed it today. It helped a little but the cpu usage still sky rockets, not up to 100%. Sticking around 60~70% ish.
From the looks of it, your graphics should be able to support. Probably just too much stuff hiding in your registry whenever you uninstall/update.

2. Clean your HD, run scan disk and Defrag, make sure you have at least 5 gigs free on your system for temporary files and so RAM can use it
3. Go to Start>Run> and type MSCONFIG, in that program go to the startup tab, disable anything you don't need, such as Realplay, Itunes and what not. This doesn't mean you can't use the programs, it just keeps them from running in the background when you are not using them.
