There could be many reasons why someone doesn't take the seat. It could be just a matter of preference. Some do prefer to stand.

Other reasons might not be so obvious.

For example, he/she might have piles.

Or he prefers to stand because it gives him a better view of the woman who is wearing a low-cut top.

Anyway, don't think of them as rude. They have their own reasons for declining your kind offer.

i will directly tell the person to seat... usually elderly/pregnant women/kids... dont se many blind ppl though
