Ir. is a good to filter between qualified & non-qualified engineers. Any failure in design will comeback to the approving Ir.In Petronas i assume there are technical authority & technical principal to approve certain design, but not sure on the extent of their responsibility.
Personally u would not want anyone whose not being endorsed / certified / interviewed by authorized engineering body (BEM) to approve or design something.
