Then why do Penang has their own P1~P9999?

I've seen photographs of old Penang (1930s~1940s) and I only see P plates.. no W..

I only found the W plates in old Kuala Lumpur photos..

"Cheaper" W plates are harder to find than single digit Ws..

W, 1-digit: seen 1, 2, 5, and IIRC another one many years back.
W, 2-digits: Seen twice, forgot the numbers. I think one of them was 27.
W, 3-digits: Twice.. forgot numbers.
W, 4-digits: 2056 on a poor-condition Iswara in Malacca

The more numbers, the harder to find!

PEM15 on a black X-Trail (I thought it was the infamous PEN15) biggrin.gif
JKX9 on a Lexus GS. Very new number plate.
WQY2 on a black W204
