No, it doesn't explain at all. remember we r human being, wat make human differences with animal is our human can think, knowing right and wrong to control our action. I must admit every guys are horny, but just 'see' will be enough and tat s it! And this is already year 2008, so it is no wrong for girls to dress up themselve nicely but it doesn't mean u can find a reason for urself to commit crime.
ok, back to topic i think girls should feel happy n proud when a guy pay attention to u or ur asset or watever where some other girls r not tat lucky where guy don even bother to look at them.

I had personally travel to few country due to work (europe,HK,jpn,SG,USA), and i notices that girls there are not that sensitive to guys that staring at them. They are more open and maybe they feel that they are proud of what they got. M'sian girls are more conservative, they will always feel unsecure when someone staring at them, no mater guy or gil.
