You gots a few choices actually....
Ludwig has a pretty good entry level drum kit... the Ludwig Accent Combo CS available at bentley's for bout RM1600++..... made of selected veneer hardwoods and with ludwig hardware...its a good choice... get some remo heads and some good cymbals and you've got a nice kit
The Pearl Forum is a really good choice (i have one)
it sounds really nice...i bought mine secondhand with sabian B8's and an xs20 crash.... (buying secondhand is a good idea, assuming the items in good condition [you can get nicer kits for cheaper]) this is recommended
If you have a bit more cash to burn get a Pearl Export cos it has more precise bearing edges, wood hoops, better hardware...etc
provided you can find them though.... theyve been recently discontinued but since its the most top-selling drumset of ALL TIME, it could be worth alot someday

If you've REALLY got low cash, get a peace or something but i HIGHLY recommend you get something slightly better if you're serious abt drums. cos you dont want to get something that you'll regret later on.
The Imperialstar is a good choice. No cymbals though (try to get some good bronze/brass cymbals secondhand) it has 100% glued wraps, Accu-tune bass drum hoops, smaller lugs and won best drumset of the summer NAMM show 2007...... a VERY good choice... (apparently much better than the discontinues swingstar)
Yamaha makes good drumsets with good sturdy hardware. The Rydeen is a good drumset, just ask many of the people in LYN..... im not a fan of yamaha though...so i went with Pearl...
PDP is good too..... the EZ series is oretty good but apparently flimsy hardware (right?) and crap cymbals.... but a good beginner drumset nonetheless.. if you want a entry level PDP with DW-like features, check out the EX series (oval lugs, RIMS mounting, better hardware) for RM2400 with cymbals (ask boyboy~~ for the seller)
if you want an electronic drumset with a real-feel, check out the Alesis DM5 pro kit fitted with real remo drumheads.... using the famous Alesis DM5 Module has ALOT of sounds and is VERY customizable. RM2900++
On Jamtank.com's forums i saw a sonor force 507 which is a good entry level kit from sonor which is a trusted brand.... using its Force hardware and Basswood shells, it should be good. ONLY RM2150 but its pretty good for german-built quality =) PM me for the link if ur interested
not forgetting Mapex which is known for their Good quality woods and hardware at reasonable prices.... at good quality.
the V series is the cheapest with 9 ply basswood shells and remo heads. spend abit more and you can get the Q series which is a pretty good upgrade....
for cymbals however is really different... even the best brands can sound not as good as lower brands.... for instance, Sabian Solars sound REALLY bad..... while B8's, XS20, AA,HH etc are all good.... zildjian are known for their good cymbals but if your getting budget cymbals i recommend you dont go there.
Paiste makes good cymbals too. THey have the 101, 201, PST3 and PST5 cymbals which are all pretty nice.
Stagg cymbals are actually pretty good too! for its budget price, the DH crash, DH fat hats and Classic/DH ride combo will work out well... have them in a drum room in my school and they have a nice ring.
Don't be fooled by the name Stagg makes some prettyy decent cymbals...
Bosphorus makes cymbals that arent too bad but i reckon their suited for jazz mainly....
Istanbul mehmet, Alchemy, agop are good.
and MEINL is really good. the have it at DoReMi music....if ur interested
the Hcs and MCS series recommended.
Well thats my LOOOOOOOOOOOOOOOOOOOONG post on budget drums/cymbals....
hope i helped

thats all my research over the past few months....
And yeah i guess namqul was right.....i did end up posting herree.....
