Must be duped account fault. The manner in which he piles up those consecutive wins with that mediocre team already proves he cannot be a new manager.

Not sure which teams got it but I know the promoted teams got none.

can u actually choose which team to boost?

You can only boost WEAK teams in the LOWEST division.
You can check which clubs got the boost by viewing theri club history page.
