Hmm I think Astray is considered a Gundam since the M1 type used by Orb is basically a clone of Gundam Astray Red Frame, and since Orb heavily involved in creating the first 5 Gundams, there are very high chance that the OS they used is the same OS as in GAT series Gundam, and the 3 Astray prototypes

Plus, they too want to attract more audience from the younger generation, it's safe to say younger generation usually will not be attracted to the UC Gundam series if they didn't watch the newer one first. Coz once you're captivated with any of Gundams series, you will start to check the other Gundam series too (including the old one) and then will take liking to them. I can say that the newer Gundam series act like an entry point to the older one. Sunrise (and subsequently Bandai) did success with the newer Gundam series, in which the older fans of Gundam will watch it because it's a Gundam series, and the younger fans will then later will want to try watching the older one too.
