Plaster Ceiling Renovation, How much does it cost? Renovations

I am just wondering the stated
flat RM2.00-RM2.50 per sq ft
for example if I am going to make plaster ceiling for 250ftsq, assuming RM2 per sqft. it will be RM500, this RM500 actually is the price of raw material only? or price including workmanship (The Final Price I have to pay for this plaster ceiling installation)? or this is very subjective in different area?

Recently have a discussion with another plaster ceiling contractor, he mentioned that for the plaster ceiling steel/alu rod which is used to hold the plaster board, standard distance in between each rod is about 18", he also told me that if the distance is too far, the plaster ceiling will have the curve wave and hard to install. Some contractor will reduce the cost of material by increasing the distance. Do you guys think this distance is standard? because I didnt see any discussion about this
