I fully concur with silverhawk too on this! It's more an issue of upbringing and family background rather than the formal education received. Perhaps we should substitute the term "English Ed" with "Anglo-Chinese". If you intend to mean it in a derogatory sense, then you may use the term "Banana" or "Anglophile".

By the way, there's a 3rd category of Chinese or specifically girls for that matter. They are known as "Hybrids". (Talk about the new Honda Civic Hybrid that runs on petrol as well as electric power). They strike a good balance between being Chinese and English cultured. However, I would prefer one who is more biased towards being English cultured as my background is more inclined towards that as well.
