depends.

if say painting, labour > material.

concrete/structure works, material > labour.

there's a limit on what you can spend on the basics. but no limit on finishings.

And like you said, WHO can you get to guide them? What's his cost?

Don't compare renovation work with housing development construction work.

The latter, the workers are essentially repeating the same work over every house.

Interior designers are paid to come out with the design drawings.

Once the design received client's approval, then only the work proceed.
