AppleCare is actually a premium on top of the regular warranty, including full time phone support and the TechTools CD. I also think that Apple tends to take care of AppleCare people better, but that's a personal opinion

Each Mac should come with a hardware diagnostics CD though, you don't need the TechTools CD to do a hardware diagnostics.
