at my company the new joiner checklist include paylip copy, if not cannot process the new employee. even the hiring manager said okey the HR will always push for the lowest possible competitive salary, not likely want to overpay for you skill and experience. if they are professional they will not low ball you but provide a competitive salary base on the market.

some HR expecially local one always low ball the salary even offer 10% lower than current salary doh.gif and hope to find desperate ppl to join. these people will soon look for new job as they are underpaid and have lower productivity.
