It is said that the fish rots from the head. The police rot starts from the Home minister, then IGP, next state police chiefs, later station leaders & finally the constables.

Generally the lowly constables are thrown under the bus & the higher ranks wash their hands, if police wrongdoing cases go to court.

Certain times they r simply following illegal orders from their superiors & sometimes they act alone. But in both instances oni they become the scapegoats.
