Tactically it started with crimea since that base is an existential necessity for their navy. Then in order to secure the land bridge to crimea they must secure the donbass.

Strategically they need a friendly or at least neutral Ukraine gomen to act as a buffer towards nato and Western europe. That is why they didn't move against crimea until orange revolution.
