Government is reluctant to take action because they are overly reliant on property sectors for revenue. This problem is not new and started way back during British colonialism
the government did, it's the contractor songlap
the law already stated they must use fireproof cover = HKD80
but contractor chose to use plastic cover = HKD50(which is why the fire spread so fast)
and then multiple caught contractor worker smoking at the bamboo scaffolding

nah, it's the other way around
there are A LOT of thing that u can still do in china but it's illegal and will be caught and fined if you do it in HK
rules and laws are way more strict in HK compared to china which i think why china want HK so badly
taking HK, directly can claim as developed country
