they have CCTV, they can see where did the owner went and it is a private property which means they absolutely can clamp

for example, my nearby laundry shop has it's own compound and parking
they don't simply clamp because they can see the CCTV where did the owner went...only when the owner isn't a customer there but parked there for hours, thn they clamp
