Too slow for you doesn't always mean it's not suitable for all. The roads are for everyone to use. Each user has different type of vehicle and different skill level. The authorities have to decide on a most sensible limit.

sometimes the speed limit does not make any sense. It is just too slow. More like they purposely put a slow speed limit and speed trap to make money
