I'm not sure what is 'TM Counter' where you used to pay your Air Selangor bills. Telekom Malaysia? I guess it's something else. Anyway, there is no issue with Air Selangor app as that is now the best and most convenient way of paying your Air Selangor bills. It's the same with other utility bills such as TNB or IWK but if you don't have the app, I presume the bills would be sent to your email where you can subsequently pay the bills via Jompay as stated in the bill.
Air Selangor has introduced the app many years ago and there is no issue with the usage unless you have downloaded the wrong app. Last year a new version of the Air Selangor app was released and the old version was superseded. The new app is Air Selangor 2.0. You can look for it in the Play Store and download it. It's easy to register and start using the app, just key in the basic information required such as the account number, name etc. All the information such as bill amount, past payment history, actual bill, they are all listed in the app.
