To narrow down the source, check whether this happens when your laptop is plugged in to ANY power source (easiest, bring it to another part of your house or better yet to another building entirely).

If it doesn't, then you have an issue with that specific power source. Most likely some issue with grounding, and most likely source for that is any extension cables you're using. If you're plugging directly into the wall and still have the issue (but only for that plug, not on other plugs) then your house grounding got issue. Otherwise it could simply be your laptop charger.

tl;dr check grounding on the whole chain of electrical supply. Mostly I've found this is due to using cheap extension (especially those 'fancy' ones with additional USB charging ports etc). Use a quality one from like Belkin for safety (especially for your expensive electronics).

Most laptop's charger or AC Adapter comes with grounding built-in. If whenever you touch the laptop and there is a slight/minor shock then high changes its leaking electric which can be dangerous.

Check the following :-

1. Check the AC Adapter for any cable or plug-head damage.
2. Check the 3-pins connector, verify by swapping the cable.
3. Check the Power Outlet, it might not been grounded correctly or ground cable loosen over time.
4. Check the Laptop's Power module (PCB), grounding is not properly connected.
5. Check the battery, may not be seating/installed correctly or loosen overtime.

Hope this helps... cool2.gif
