Most laptop's charger or AC Adapter comes with grounding built-in. If whenever you touch the laptop and there is a slight/minor shock then high changes its leaking electric which can be dangerous.feels like electric shock

Check the following :-
1. Check the AC Adapter for any cable or plug-head damage.
2. Check the 3-pins connector, verify by swapping the cable.
3. Check the Power Outlet, it might not been grounded correctly or ground cable loosen over time.
4. Check the Laptop's Power module (PCB), grounding is not properly connected.
5. Check the battery, may not be seating/installed correctly or loosen overtime.
