We know AI demand is outstripping current capacity so perhaps what he means is with the effort to reorientate consumer capacity to AI datacentric that demand will soon be met but for consumers it will still take longer to normalise.
Brands like Micron didnt take a huge decision to pull out of consumer market for just 1-2 years of AI profits, they would have seen demand will continue for many years to come and it was worth sacrificing the Crucial branding on the AI altar.

the real question is, do u need to upgrade now urgently? if no? then just wait. now not good time i was looking for stuff myself but dont need it that badly and i figure i'll be ok within few years, so i just wait
Just wait if you can, I was thinking going upgrade to 6060TI with same perf as 4090. Manatau Nvidia nerf their GPU line and now focusing all on AI and keeping GPU prices still high. AMD also just as bad. Intel ARC is currently in LBT (LimBo Time).
Surprisingly my 3060TI been holding up well & still plays over 100 FPS @1080P.
